OPINION ON THE PUBLISHED DRAFT LAW ON THE STATE BUDGET OF THE REPUBLIC OF BULGARIA FOR 2026
BESCO presents its position on the draft state budget for 2026, calling for a lower deficit, more efficient public spending, the preservation of Bulgaria's competitive tax and social security system, and greater investment in innovation, education and economic growth. We also propose the creation of a single digital budget portal that clearly shows how every euro of public resource is spent and what results are achieved.

OPINION ON THE DRAFT LAW AMENDING THE INSURANCE CODE / 2024
In this opinion, BESCO objects to the proposed requirement that insurance contracts be signed mandatorily with a qualified electronic signature (QES), as this raises costs and hinders access to insurance services and duplicates the framework already in place in the LEDETS (Law on Electronic Document and Electronic Trust Services).
