  • OPINION ON THE DRAFT LAW ON THE EUROPEAN DIGITAL IDENTITY WALLET

    In its position paper, BESCO expresses in-principle support for the draft Law on the European Digital Identity Wallet - in particular the provision for private wallet providers, the use of RegiX, and the recognition of foreign certificates - but warns that its success depends on genuinely safeguarding competition, technological neutrality, and equal access rather than merely declaring them. The association therefore proposes a number of refinements, including a compensation mechanism for electronic identification as well (not only for signing with a QES), a technologically neutral model for remote signing, transferring supervision to the Communications Regulation Commission (CRC), a narrower definition of "non-professional purpose", and removing the national requirements for electronic signatures that would hinder cross-border use.
